You forget that Doc was also aware that as a result of the whole trip, Marty changed the past concerning his family somewhat, and that change was for the better.
If Marty didn't go through the whole adventure, because he had plutonium on hand, his family life would have gone back to the shit life it was.
So the entire adventure was for the well being of both Doc, Marty, and the rest of the McFly family.

How did he know that change would be for the better? Marty didn't find this out until after he returned to the present, so he had no way of informing Doc Brown's past self that everything was better.

While Marty didn't know the changes he made, it was because he was time traveling, so he never experienced the new life his actions created. But from the 1950's on, Doc would have been a witness to Marty's life.
Remember, the question was why didn't 1985 Doc, (aware of Marty's time traveling, etc.)have more plutonium so that when Marty went back, he'd have it. 1985 Doc would have seen that Marty's family was successful, that Marty's brother and sister were doing well, etc. So when the time came to test the time machine, 1985 Doc would have known that Marty would change the past, and the result was a great life for the McFly family.

He would have nothing to compare it to, so he wouldn't know it was "better"... just that it was good, even with Marty interacting with his parents in 1955.
So, yeah, he would want Marty to go through everything exactly as he did so the future would remain the same as 1955 doc saw it happen.

Didn't Marty share a couple facts about his family with Doc that would have indicated it wasn't a great life? My memory is hazy, but I thought there was something there.
If he didn't, I think he could have deduced that it was better as well. He knew that Marty's parents originally fell in love when Marty's mom nursed her dad to health. From his observations at the school, he knew that Marty's dad has some confidence issues. He also knew that this time they fell in love after Marty's dad rescued his mom and knocked out Biff. If he watched the family he could see that Marty's dad and mom benefited from that incident. So he could deduce that due to Marty's actions in 1955, their life was better.
But regardless, he knew that their life was pretty good as a result of Marty's actions in 1955, so why change that from happening and risk making his life worse.
