I think the main criminal charge is going to be that he was using police databases to get information about his prospective victims. Using NCID as a takeout menu, as it were.

They're also charging him with conspiracy to commit kidnapping, which would apply if they can prove he was making actual plans to do this, not just posting his sick fantasies on the Internet. Using police databases might be some evidence of that.

They're not really friends, just regulars at a bar I used to hang out at. I don't like to stereotype people but a significant % of cops & firemen I know seem to have trouble seeing women as full human beings.

But I suppose that's true of a lot of guys regardless of what they do for a living.
