You must set the ad_network_ads.txt file to be writable (check file name as well).

As far as I can tell, "Goatse Security" is real, but it's not an actual company, but more a loose collective of hackers who find and report on security holes.

For obvious reason, I haven't really gone too far into researching this.

I googled it and the tag line for the google link is something about "exposing gaping holes in security".
