If you look at the other events planned by that website, they seem to be for the purpose of getting WTF? moments from the people around them.

there was a great piece on improv everywhere on this american life (http://thisamericanlife.org/Radio_Episode.aspx?episode=286) from 2005 ... the episode focused on their 'best gig ever' mission

but they spent some time talking about a birthday mission where they all pounce on a bar and pretend it's some unsuspecting guy's birthday -- they all pretend to be old friends, buy him drinks and give him gift cards ... as the night (and drinks) progresses, the mark gives in and enjoys the night ... the mark sobers up and does a little investigation, finds out the truth, and decides to take the piss out of the improv team's leader -- who surprisingly, didn't find the reverse prank all that funny
