I live on Staten Island, didn't grow up here. I'll say that there are some really beautiful parks and neighborhoods on this island and beautiful. The majority of people aren't so different from Queens where I grew up. However, there is a certain percentage of people that are exactly like these kids or older versions of these kids.
Also, I think they are just an extension of Brooklyn/Long Island guidos. Everyone acts like Brooklyn is the hippest place on Earth, but you're always a stones-throw away from some dufus like this..

I have lived in Jersey and now on LI and the mega guido does indeed originate from and reside in NJ. While I have seen plenty of Guidos on LI, they are more of the old school guido rather than the orange guido.

I haven't noticed them too much there, maybe in areas with boardwalks, bars and rides if at all, but you can go to the beaches there and completely avoid these kind of people.
