Technically, they weren't. Rebels, certainly, but they didn't attack British citizens to instill terror in the British populace to achieve a political outcome.

Instead, they rebelled against their rulers, and actually took on the British military head to head. They had armies and engaged in battle. Not the usual battle techniques used by military at that time, but it still wasn't terrorism.
