the ranger will chase you if you swipe a picnic basket.

The Ranger station isn't the first place you go to for the quest, Reilly is in the hospital of the Underworld in the Museum of History, you need high enough medicine and then you can revive her. She'll tell you where her ranger station is, and then you have to complete the rest of the quest which is saving the other rangers.

Oh nevermind, I didn't realize you had already gotten that much through the quest. The ranger compound I believe is only accessible by using the metro tunnels, you can't just walk around and get to it.
This is from the Fallout 3 wiki:
It is located in Seward Square (http://fallout.wikia.com/wiki/Seward_Square) in the southeastern portion of the Capital Wasteland (http://fallout.wikia.com/wiki/Capital_Wasteland).
It's probably easiest to reach by entering Anacostia Metro Station (http://fallout.wikia.com/wiki/Anacostia_Metro_Station) at Anacostia Crossing (http://fallout.wikia.com/wiki/Anacostia_Crossing) (just north Rivet City (http://fallout.wikia.com/wiki/Rivet_City)), exit at Seward Square (http://fallout.wikia.com/wiki/Seward_Square) (straight east, don't go down to the tracks) and take the short walk to the north.
http://fallout.wikia.com/wiki/Fallout_3 basically has every bit of information about every aspect of the game, so it's a great tool.
