most pre-made hot chocolate packages just call for water because they already contain a milk powder. I still would at least use skim milk with it or make it with chocolate and milk instead of the mix stuff

At work, I'm the only non-coffee drinker and when they have trainings at another facility the closest thing to milk we have is half and half, french vanilla or coffeemate kinda creamer. So when I make hot chocolate it's mostly water (since that's what's available) and I'll add half and half/french vanillia or coffeemate(only as a last option).
