I think Rose should be in the hall of fame. HOF should only be about a player's performance on the field, not off. he never threw a game, just placed bets.
as for tocchet, he has been convicted in court and is serving his sentence. so he is paying for his crime. they shouldn't make him pay twice by banning him from the sport. rose has never been convicted of anything.

The gambling is illegal sure, and he ran a book, but it would have been much MUCH more of a problem if he had actually bet on hockey itself, especially in his role as a coach because it would have called the entire integrity of the sport into question (much like Tim Donaghy), but there's no evidence he did
