You must set the ad_network_ads.txt file to be writable (check file name as well).

I need someone to come to my office in Jersey City and redesign it. Like plan for offices, cubicles, lighting, pretty much everything. we have a space now but it is horrible.

Does anyone here do this as side work? Or maybe know someone they can put me in touch with?

I actually work with a landscape architect firm, I'll go through my contacts to see if I can point you in the right direction.
