I've always suspected he's fallen off the wagon a few times as President, most notably in that bizarre "pretzel" story from a few years back. He was probably fucked up and fell down.

I've seen him referred to quite a few times as a "dry drunk", which, in the terminology of 12 step programs, means that he's not drinking, but has not worked on the problems that made him a drunk. I'm not sure I buy it or not, but here's an article (from 2003) that makes that argument:
