I'm just sitting here one minute I have WMP paused next minute there's this horrible buzzing that shoots out the speakers and into my earhole(s)
After that no sound file will open and this horrible buzzing noise will randomly pierce the silence, then stop. Repeat until restart.
My problem is that this has been going on since I got this computer. Is it my speakers or my sound card that is fucked? Any way of testing?

Or you might be going deaf.
Install new drivers, if that doesn't help, open the computer and make sure the sound card isn't dislodged from the PCI slot. Check the cables, etc. etc.
If that doesn't solve it, get some earphones, plug them directly into the sound card, that should tell you if it's the speakers. If it is, then replace the speakers, if not, replace the sound card.

My old GSM phone, and my new 3G phone both wreak unnameable havoc on speakers. Great technology.

That's what it probably is. And it's not really the fault of the phone: it's the fault of the cheap-ass speaker manufacturers for not spending like 25 cents to shield them from GSM signals.
You can get these things called "ferrite beads" that will probably do the trick. Just put them on the speaker wires where they come into the speaker. I have a speaker set that wouldn't work on my iPhone until I did that. They were $2.99 for a pair at Radio Shack. You might have a little trouble getting the douches who work there to find them, though. That store is trying to become a mini Best Buy, and they're more interested in selling things like cell phones and laptops than electronic parts.

I have always had an intense hatred for the nerds at Radio Shack. I once needed some wire nuts. I know they are technically twist-on connectors, but kleenex is technically tissue. The douchewad had no idea what I was talking about. I would think that wiring accessories would be the bread and butter of Radio Shack.

creative x-fi is the sound card that's shitting the bed here.
maybe it is the cell phone... ill keep it out of the room away from them and see if that improves matters... if not i guess im going to newegg.

If it's coming in bursts, it may well be the phone. Google RFI or EMI for an explanation.
Here's (http://www.radiodan.com/Henry/parts/RF_chokes.htm) a good source for rfi chokes. They will probably be able to help you with the right type to get better than a a Radio Shack guy. Here's (http://www.eham.net/forums/rfi/1689) some background. Good luck.

there are fresh drivers for the x-fi. I have it, and haven't had any problems so far.
Try the previous gen - Audigy, or if you want to go outside of the creative product line - Asus has the Xonar.
