Anyone familiar with this idea and function?
I just bought a new flash drive and microSD card that have this functionality
Does it work? is it faster? Will I notice a difference?
Im running Windows Vista with AMD quad core phenom does that matter
Im curious, but not in a gay way

It's an extension of Microsoft's prefetch services on their OS. Windows Vista has a service called Superfetch that is similar. It is quicker, and may cut access times about 1/4 to 1/2 roughly.
On your system, I am sure it is already so fast that the fastness will be too fast for you to realize.

And as always, the more RAM you have will help also. I am running 8GB on my 64-Bit version of Windows Vista. If your system has a 64-Bit processor, and you don't have Windows Vista 64-Bit, you are kinda wasting a lot of the hardware you bought....
