Is it illegal to hijack a wi fi signal ?
If someone were to download torrents using an unsecured wi fi signal from US Customs & Border Control what would there be a potential penalties that person could receive ?

Why would US Customs & Border Control have a unsecure connection or any visable wireless at all. You are a predator.

i'm not sure what info you think is held on most home routers, but any fault would fall on whoever signed the contract for the service, trying to track down someone who used your open network would be almost impossible.
