When my computer is turned on, windows doesnt start. I turn on the monitor and it just goes to that screen when you turn the monitor on when the pc isnt on. The thing is, my computer is on. I attempted to turn off the computer but it wont turn off. I finally pulled the plug, but when I put it back in the computer turns right on.
Is it totally burnt out? Is there anything I can do?

The monitor thing sounds like a video card issue, but I'm not sure about the not turning off thing.

This is usually caused by something not being seated in the mother board properly when power is applied so it hangs in a preboot state. Whith the power cord unplugged open the case and take a quick look to see if everything is in its propper place.
memory chips are seated properly
pci agp and any other cards are properly seated in there slots.
make sure all the power conectors are connected correctly
if there is not any thing obvious then a more indepth check is required
I'd start by removing the ram one row at a time powering up the pc after each one is removed and then unplugging it before putting the chip back in. once the ram has been checked put it back in and move to your hdd and cd/dvd/floppy drives.
then move on to the pci/agp and other cards on the motherboard. most devices are static sensative and grounding your self to the pc case is a good idea.
the next posibility is that your either ur power supply or cpu may have issues. feel free to pm me with specifics of the situation what was done prior to crash if things were added cpu moved etc.. Does the power supply fan come on do the cpu fans turn on etc. Ill try to help best i can Im on west coast time working 6pm to 6am cant promis a quick response

My friend has the exact same problem as you with his computer. The computer starts, there are no post beeps, and it doesnt turn off. Well, actually, if you hold down the power button for a few seconds it should turn off. (If your computer turns back on when you plug it back in it sounds like you have an old computer with a switch that has an on/off state) There is no video on any monitor he tries, either.
With his computer, it's a mystery. I deducted it's probably a combination of a bad power supply (he built his own computer and skimped out on the PS: bad idea, especially with his specs) and something must've happened to his mobo, like a short. Chances are you might need to replace some parts in your computer or get a completely new one.
The other answer could simply be that your video card went. It is a very ambiguous problem to solve over the internet. I suggest you find someone who has computer parts you can swap in and out so you can pinpoint the problem. Start with the video card, HD, then RAM, and if you can, power supply.

Is it because you're a selfish lover?

I blame 2.1
2.1 turned him in to a selfish lover? I thought it only gave you donkey balls.

Can you boot into Safe Mode? Hit F8 on startup and choose one of the Safe Mode options - I usually go Safe Mode with Networking so my USB ports and internet connections still work.
If you can, see if you can remove the updates that went through - new MS updates released on Tuesday and one of them may have flinxed your system.

Thanks for the insight. I'm technilogicaly impaired and would have no clue what do do with it. I'm going to take it apart and see if maybe somthing got moved for some reason or lodged.
It could be a sign I need a new system though. Ive had it for 8 years and it's had problems in the past, but I was able to totally reboot the system. We shall see I guess.

I used a G5 to do production for my college newspaper until it proved so unreliable we stopped using it entirely.
