Ok, first of all, anyone who equates REGAL with xpac knows nothing of wrestling or the art of the heel. REGAL kills xpac in every way imaginable.

Anyway...

To determine the top five heels, a few questions should be asked. Who draws the most heat? Who gives the face the best struggle? Who breaks the rules the best? Who do YOU want to see lose a match (NOT who don't you want to see, period)? And, do you REALLY dislike him, or do you just dislike him because he's the guy fighting your favorite babyface?

Anyway, here goes my list...

3 - Billy Graham

Okay first things first no one was comparing Xpac and Regal.
My opinion there both scrubs
that got pushed way to much..
I know xpac isn't even rasslin anymore...Second thing
as I started from the top of this reply.. A. Rasslin is fake. B. You gotta be a twelve year old to root for the hero the good guy. Come on now if your over 16 years old and you root for the savior. It's kinda of pathetic. I respect all that respect me. But it had to be said. :}
