You must set the ad_network_ads.txt file to be writable (check file name as well).

I was deployed to Haiti during my time in the military, and one of the missions we had was to escort the garbage truck to the local dump. If left alone, the truck was swarmed by the locals who saw the US Army's trash as something akin to a Ponderosa buffet. That is when my eyes were opened on how good we have things in this country.
