The perfect heel in my opinion has the following qualities:

- Gets under your skin for all the right reasons and not because you genuinely hate him
- Can at least work well in the ring
- Doesn't rely on an overused catchphrase or a single gimmick to get his heat with the crowd but is versatile

Edge was a perfect example. He knew how to play the heel the right way. Jeff Jarrett before he had to completely change his character due to unfortunate circumstances in his personal life was not a good heel because he did the same thing over and over again and never really developed the heel persona more.
