I was thinking about this and most romantic movies completely suck. But for some reason I find myself routing for the two kids to get together in Alfred Hitchcock movies more than any other director's films. So I'm going to say, and it might be a controversial choice, that Alfred Hitchcock might be the most consistent romantic filmmaker of all time.
