<p>That story makes me ill. As if these poor babies haven't had enough upheavel in their already young formative years. Yeah they taped their mouths shut because they were making to much noise and they were understaffed. To fucking bad!!! They're babies, that's what babies do, they cry!!! Maybe they're missing their mothers, trying picking them up once in a while!!! It seems they get minimal human contact much less any nurturing.. no wonder many of them develop severe emotional problems.. is it any surprise people are afraid to adopt these children after hearing stories like this.</p>
