This quote is no doubt a reaction to people seeking to blame video games (and probably Maralyn Manson) for social evils.
It's much easier to find a scapegoat than to force people to take responsibility for their actions.

This sounds like an urban legend quote that was made up a few years/days after the fact to make a silly point.

Game Boy Advance has a great Pac-Man game. its four games in one including a tetris style game.
