The Joker was dressed to impress as well. He gets my vote. But like you said, they are all cool characters.

The Riddler wasn't a popular character in the comic book until the
series. The character hadn't been used in several years. </p><p> </p>

I'd like to say Gorshin for the Riddler or Romero for the Joker,but the reality is at 7 years old Julie Newmar gave me my first woodie.

I'm tempted to go with Julie Newmar for the hotness factor, but the geek in me says Burgess Meredith as the Penguin, because he was so fucking annoying and I like to keep kayfabe and really hate my supervilliains.
