Many of Iraq's predominantly Sunni Arab insurgents would lay down their arms and join the political process in exchange for guarantees of their safety and that of their co-religionists, according to a prominent Sunni politician.

the most important part I think is:
Sharif Ali said the success of Iraq's elections dealt the insurgents a demoralising blow, prompting them to consider the need to enter the political process.

I reluctantly supported this war because if things went well, I didn't want to be standing in the way of it. And the payoff could be huge for the millions of people living in that region. Good news. Lets hope for more progress.

The elections were only agreed to by the Bush administration after Sistani insisted on them instead of the convoluted set of caucuses that the administration originally came up with. And it's the Shia who have had resisted violent reactions to the numerous major bomb attacks the Sunni insurgents have hit them with in an attempt to draw them into sectarian warfare. It's been the Shia in all of this that have always had the goal of democracy through all of this. For them it wasn't a back-up rationalization.</P>

But the fact remains that the elections were opposed by the administration until Sistani and 2 million Shia demanded them through peaceful protests. While you people are accusing me of denying Bush his credit, where the fuck is the credit for the people who risked their lives and did not retaliate after a campaign of massive bombing attacks launched against them in order to make the elections happen? And you accuse me of denying credit where credit is due? </P>

<P>Bush deserves zero credit. He didn't change the minds of the locals. The local religious leaders did. Shock and awe failed. Winning the hearts and minds failed. None of this had anything to do with him. He brought a country to its knees and thier own people rose up against him and the best military in the world (quite effectively might i add) only to decide amongst themselves that being involved politically might do more good than blowing themselves up. </P>

<P>And Gorbachev was a tool. If you honestly think a dimwitted b-actor turned president brought Communist Russia to its knees, then I don't know what to tell you. The death of Communism was attributed to several factors:</P>
<P>1) Corruption in the government</P>
<P>2) Global Modernization</P>
<P>3) Western cultural influences</P>
<P>4) Economic pressures on the lower peasent classes that rose up against the government out of desperation</P>
<P>5) Increasing scarcity of exploitable resources (consumer goods)</P>
<P>6) Military Technology and Stimulus programs dominated consumer sector technology growth and stimulus programs, killing the economy </P>
<P>7) Gorbachev's ill fated attempt to liberalize the Soviet Union's social and political systems</P>
