Hmm, it's about reporting the death, not about the miscarriage per se. but assuming that this means that the fetus must get a death certificate or something, this can be used to help overturn the legality of abortion.

Or maybe I'm just being alarmist.

I think 99% of us will agree that this is a life with rights when it reaches such a late stage. Besides:
Violation of this section shall be punishable as a Class 1 misdemeanor.
It's not a felony or anything.

Where does it say anything about any late stage? From what I read if a woman has an error 2 days into pregnancy she could be charged.
