Neutral Field

The SuperBowl is supposed to be played on a neutral field, right? For example last year, the Bowl was played in Hpuston...but what happens if Houston makes it to the SuperBowl? Wouldnt that destroy the whole purpose of the neutral field? Just wonderin...
