Im clueless about this sort of stuff so bear with me...

Is it free to connect to Wi-Fi networks from a PDA? If not, what do I need to connect?

Some people and businesses broadcast their WiFi connection for free. Some, like Starbucks, charge a fee. The more expensive PDA's often have a WiFi antenna included. The Dell Axim X30 (http://www1.us.dell.com/content/products/productdetails.aspx/axim_x30_high?c=us&cs=19&l=en&s=dhs) is a good one.

So if the PDA has a Wi-Fi antenna, it connects to the internet for free?

If there is a Wi-Fi signal nearby, yes.
