Whats the deal on paul bearer?

I began watching wrestling about 2 yrs ago so i think i missed this detail: Paul Bearer "came back" on the night of Wrestlemania XX... but what happened to him BEFORE that? Cuz the announcers were like "oh my god, its paul bearer, hes back!!!!" etc, so ya what happened to him before wrestlemania xx?
