Partly cloudy or partly sunny?

Which one do you say when it comes to the weather I like to say partly sunny because I see myself as an eternal optimist

Shouldn't it be "partly cloudy, or mostly sunny?"
Partly cloudy and partly sunny seems like it would be 2 different things.
So, i guess the answer would be, which ever one it was at the time.
