I dont know about the Tri-State area but I know down here in FL its Legal to buy and sell them but its not leagal to set them off. I dont get it, you go to buy them so you can set them off and have a good time, not to hold on to them and let them collect dust

In MD, VA, and NC, it is illegal to have anything that flies into the air, or explodes. However, in PA and WV you can got to fireworks wholesale stores and purchase near-professional grade fireworks as long as you have an out of state ID. In SC you can buy anything you want, i dont know about being a resident or not though.

Oh yeah, and it is illegal to transport explosives in MD regardless of where you call home.

I find it ironic that illegal explosives from China seem to have absolutely no problem getting to the tri-state area despite stringent codes and regulations since 9/11. I know it might seem hypocritical of me to say this, since when I was a kid I use to blow up M80's and ashcans and aerial bombs and firecrackers by the matt, pineapples and blockbusters. I use to love this stuff, but now I find it really annoying.
