My point is that I doubt Bush makes much policy at all. Instead, a group of people, most likely headed by Dick Cheney, who actually have more than two brain cells (especially when it comes to financial matters that may benefit them) make up most of the policy. I'm not saying that most presidents don't rely on a group of decision-makers, only that Bush is more of a figurehead (who happened to have an electable name) than others.
