This just came to me, why do cartoon characters only have 4 fingers? and I mean every cartoon, not just the budget stripped Hana-Barbera.

It's for the comedy effect. Ever notice how clumsy cartoon characters are? They are constantly dropping anvils, hot irons, dynamite, glass vases, wheelbarrows full of bricks and banana peels. Whenever they play an instrument - specifically, a stringed instrument - it breaks!
It's because they don't have opposable thumbs. If they did, half of the comedy would be gone.

Coming from a professional I have always used 5 fingers. The more I think about it though, I have been thinking of using only 4 becasue it may make things a lot easier to draw and animate for that matter. In some cases you can't even see the pinky or ring finger (depending on angle).

Yes, Lamb of God is that good. As the Palces Burn is the metal record of the last 10 years!

easier to draw and animate and cheaper because there's less animation to produce.

Artistically, they "flow" better. Most cartoon characters are very "round". Trying to fit five finger on makes the fingers much more narrow and angular than the rest of the body. Simply put, they don't look right.

Stephen Jay Gould, the awesome Harvard Biologist/Writer did an article on the actual, physical evolution of Mickey Mouse. Amazing. Gonna Have to find that; had diagrams and everything...
Ron the day he died: "I hope God Is an Evolutionist"
