To summarize: A Somali refugee hits the lottery and gets out of that hellhole and gets to restart in the Land of the Free and the Home of the Brave. Apparently, he adjusts well enough to want to become a citizen, stays out of trouble, etc. until he gets a package from home with khat leaves, which are probably less potent than your average Starbucks espresso. Now he has the privilege of getting acquainted with the American penal system. The Lord giveth and the Puritans taketh away.

i've seen what that shit can do to people, it's much more potent.
I used to deal with Khat cases all the time. Here's an interesting fact. Most of the khat that makes its way into the US comes in via the UK. Also, its not brought in by Afghani's, Somali's, or other "typical" users. Scots, English, Welsh, and Irish using the visa waiver program bring in most of the Khat. The story was usually the same, I didn't even need to change the case, it was like a boilerplate. I just plug in the guys name and info. The story usually went as such:
The mule's sitting in a pub, and a stranger approaches them. Offers a free trip to NY and 500 pounds. just bring this bag. They'd even tell them what's in it. Khat's not as controlled in the UK so they assume it's no big deal. The mule's usually poor, down on his luck, or a college kid looking to get over here for a holiday.
And there's little consequence for them when they are caught, they're simply refused entry, not deported, just turned around because of the visa waiver program.
Ok here's my funny Khat story. An old Scottish guy(about 70) is sent in to secondary for "more inspection" Basically he matched the profile for a khat carrier so I'm to go through his stuff. Bingo, 2 large bags of khat, about 40 pounds I think.
So as I'm doing the case I ask the usually question "Did you know there was khat in that bag?" he says in a loud and slightly drunk voice "There was a cat in that bag? Holy Jesus! Is it alright? Is it still alive?"
I try and calm him down, get him back on track. I start to explain what khat is, but he just keeps on going "Who the hell would want to smuggle a cat? Don't you have cats in America?" It took me an hour to explain it to him and calm him down. I still don't think he understood. I can just imagine him back in a pub in Scotland telling everyone he was deported for having a cat.
