Jails and Wars

There are so many people in the jail system nowadays (I think in the millions)....my question is this......theoretically if there was like a massive major war...what happens to all the cellmates? Are they protected from fighting in the war? And heaven help us.....suppose we like lose or something (massive casualties and destruction), and people in jail became like in charge or something like that. Would it be like how the cities were portrayed in the Escape movies?
