You must set the ad_network_ads.txt file to be writable (check file name as well).

Does anyone know the artist who made the badass music in the club scenes in The 25th Hour?

The available soundtrack is the score and does not list the music of the artists in the movie.

I finally found it. The one awesome song of which I was thinking is "Cavern" by Liquid Liquid. Very cool, I recommend downloading it.

"White Lines" by GrandMaster Flash is also used in that scene.
