What bothers me about this report is that it's somewhat skewed. NY will never be #1 because they're using that as the baseline. so from the start it was destined to be average. Why is NY considered average in crime and quality of life? WHy use any city as a baseline, just complie the stats, and factor in population size. seems simple enough to me.
And BTW, shouldn't Nice, FR be the nicest city?
