It's strange you bring this up, because we just watched "Atomic Cafe" in History today.

I don't know how effective the Saran Wrap/Duct Tape idea is, but the color-coded alert system gets people aware, in my opinion. If people are stocking up on bottled water and non-perishable food and creating emergency kits, then the alert system has done its job.
