Men look at cleavage, end of story. If you are leaving it out there to been seen, expect 95% of men to be looking at them. Women love to be noticed, no matter what they say. If we are dressing a certain way, we are doing it for a reason, usually to get a compliment or free drinks. I agree with the comment about being subtle though.
