Hogan and Austin stick out the most to me...the third person is tough.
I want to go with someone like Sting, but when he was really good WCW wasn't as big yet. And I also think Sandman in ECW was like a cult hero, but again not quite big enough. I guess Hart would be #3 to me.

I know I'm just shuffling someone else's list, but it's an easy top 3:

1. Hogan - there will never be a bigger face.
2. Austin - even though he was never a traditional face, his spot is almost unarguable.
3. Rock - as much as I enjoyed his "Die Rocky Die" phase, he & Austin are the guys that will go down as the greatest ever in the period when wrestling was at its' biggest ever.

After that, it gets tricky: Hitman, Taker, Foley/Foley/Foley, etc...
