I would have to say Ted DiBiase.
This man had major heat for most of his career... and never won the belt.
Heels like DiBiase just don't come around anymore.

yeah i agree, dibiase should have held it, he was one of the greatest heels and could carry a good match. I also think MR. Perfect should have held it since he was a good wrestler and also played a good heel.

I believe that DeBiase was supposed to win the World Title at WM 4, but obviously that was nixed for some reason I don't remember.

Yes, Dibiase was supposed to win the title at Wrestlemania 4. There's a semi-famous story that goes along with why he didn't.
Basically, the Honky Tonk Man, who was the IC champion at that time (IC Champ 4 LIFE!), was supposed to drop the belt to Randy Savage. He flaked, though, threatening to leave for the NWA with the title if he wasn't allowed to keep it. The plans for the heavyweight division were to have Dibiase win the title as a mega heel, and then feud over it with Hogan. The WWF got kind of panicky, and decided they wanted to have a face win the gold that night to let the fans go home happy.
I second the Owen Hart suggestion. He would have made a great champ. God, imagine if he was champ today? Imagine a feud between him and Kurt Angle! Or Benoit!
