low Ki without a doubt, followed by rvd and tajiri (x pac did have great kicks, but age and injuries slowed the 123 kid down. its a shame, he used to be one of my favs)

Gotta be Tajiri...If it wasn't for all his injuries and...umm...other stuff...I'd say X-Pac, but Tajiri hands down...As far as overseas, I've seen Kawada throw some stiff looking shots, especially against Misawa...
