It's a media obsession.
No more children are getting kidnapped in southern California than anywhere else. It's just that the first few happened to be cute little blonds, which means ratings. Now, it seems like a hotbed so any missing child is breaking news.
A few weeks ago, a cute little black girl was kidnapped in Philly and managed to fight off her kidnapper and free herself. It was on the news for a day and then gone. The Elizabeth Smart case has been front and center for a month and nothing really has happened. You do the math.

You do the math.
okay let em try
White missing girls + Eager Media /number of pigs in a bakers dozen =47
now take the square rute of the number of childen that dissapear weekly and Multiply that by the number of missing internes
and
now Cross multiply the 4/9 of the weight of a 83 regal
and you get ummmm
