Okay ... is it harder to say "I Love You" or hear "I Love You"? ;-)
For me, it is both! :-)

hearing it,its easy to tell someone you love them but its harder to tell them that you are "in love with them"

Hearing it, because it couldl either change your whole perception of the relationship postiively or negatively, depending on your interpretation.
I think anyone can say it, but I think it's harder to say it and actually mean it. That's the scary part.
But I think hearing it has the edge over saying it.

I guess saying it because once you hear somebody say I love you you kinda go all soft inside and say it back, but being the 1st one to say it is torture because you never know if they feel the same way.
